The Paycheck Protection Program (PPP) was created in 2020 under the CARES Act to help small businesses keep workers employed during the COVID-19 pandemic. It provided forgivable loans to cover payroll, rent, mortgage interest, and utilities if businesses maintained employee and compensation levels. The goal was to give immediate liquidity and prevent mass layoffs while the economy was disrupted.
